mathematical complexity..

is there a logical way to explain the following:

i made purchases with my VISA card and i get charged SGD 1.95 for every USD 1 spent.

i go to Paypal, and Paypal charges me SGD 1.66 (thereabouts) for every USD1 spent.

the most important question is.. why the SGD .30 difference for every USD1?! WHERE DID THAT 30 CENTS GO???
